Police Brutality
Outside police headquarters in New York City, the protesters show up each
day. In the courts, the biggest criminal cases are against cops. And at a City Hall,
the law-and-order record of the Mayor appears tarnished.
A combination of brutality charges, federal investigations and public
relations problems has thrown the United States’ largest police department into its
worst crisis in years. Police and the city’s minorities seem increasingly at odds, and
morale in the department is dropping.
The department’s troubles came just two years after it was riding high on
news that the city’s crime rate was dropping for the first time in 28 years.
What’s created the most anger is the case of Amadon Diallo, an unarmed
West American immigrant shot to death by police in an apartment lobby. The
police, apparently believing Diallo was reaching for a gun, fired 41 bullets at him.
He was hit by 19 shots.
Now the four white officers who killed him are on trial. They are accused of
murder. The defence says it was a tragic accident, the prosecution accepts that the
policemen did not set out that night to kill a black man but says that they made a
conscious decision to shoot him once they got out of their car.
In New York’s borough of Brooklyn, jury selection will begin on Monday for the
trial of three other officers accused of brutalizing a Haitian immigrant. The trial
centres on allegations that he was brutalized by the officers in a precinct station.
Federal and state prosecutors launched investigations of the NYPD (New
York Police Department). The commission will hold hearings in May on whether
the police tactics violate the public rights, especially in minority neighbourhood.

Strategic Management in Policing
Strategic management is a process by which managers choose a set of
actions that will allow their organization to attain one or more of its long-term
goals and achieve superior performance.
Successful police executives are driving organizational change through
strategic management – an ongoing process that seeks opportunities to enhance
operational efficiencies by identifying internal issues and external influences that
hinder organizational sustainability. It focuses on management's responsibility for
implementation to create a customer-focused, high-performance learning
organization. Strategic managers integrate strategic planning with other
management systems.
Executives know that community policing, external and internal
environments, political influences, homeland security, and new technologies are
molding the profession into a more engaging system. Today, policing has evolved
into a highly complex structure that requires dynamic leadership paradigms and an
organization that is adaptable to a fast-paced world.
To be successful in today's law enforcement environment, police executives
must set the course with strategic management. Known as the "institutional brain"
of a modern public organization, strategic management takes into account systemsthinking approaches while tapping into human emotions that drive organizational
change.

Jury Service – An Important Job and a Rewarding Experience
The right to trial by a jury of our fellow citizens is one of our most important
rights and is guaranteed by the Constitution of the United States. By serving on a
Jury, then you are helping to guarantee one of our most important freedoms.
Your job as a juror is to listen to all the evidence presented at trial and to
“decide the facts” – that is, to decide what really happened. The judge, on the other
hand, “decides the law” – that is, makes decisions on legal issues that come up
during the trial. For example, the judge decides whether you and the other jurors
may hear certain evidence or whether one lawyer may ask a witness a certain
question. You should not try to decide these legal issues, sometimes you will even
be asked to leave the courtroom while they are being decided. Both your job and
that of the judge must be done well. In order to do your job you do not need any
special knowledge or ability. It is enough that you keep an open mind, concentrate
on the evidence being presented, use your common sense, and be fair and honest.
Finally, you shouldn’t be influenced by sympathy or prejudice: it is vital to be
impartial with regard to all people and all ideas.
Many jurors find that it is exciting to learn about this most important system
“from the inside”, and challenging to deal fairly and thoroughly with the cases they
hear. We hope that you, too, find your experience as a juror to be interesting and
satisfying.

Police in the United States
The Unites States inherited England’s common law and its system of
policing. The colonists had the night watch under constables, with all able-bodied
men over serving without pay. Most cities and towns used this system well into the
19th century.
The use of daytime police started in Boston in 1838 with a force of 6 men. In
Boston and New York the old night watch and the day force continued, with the
mayor in charge of day forces and the constable in charge of night watchmen. In
1844 New York City created the first police department in the United States, using
the London Metropolitan police as a model. Boston and Philadelphia followed.
The Unites States has the most decentralized police system in the world.
There are 50 state systems, which are broken into county, city and township police
forces, plus various federal Law enforcement agencies.
These police forces are controlled in different ways. The federal bodies are
responsible to the federal authorities, and the state forces are responsible to the
governors of their states. At local levels there are variations. States are divided into
counties, and every county has its sheriff with responsibilities for thye
investigation of crime and the supervision of the custody of prisoners. In some
states there are county police forces under the control of county boards. In some
places county police forces are completely independent of the sheriff’s office.
