Annotation. In this article we investigate peculiar features of the interaction between the state, science
and business in interconnection with the necessity to form partnership relation between them. The author states
that innovative transformations of economy require introduction of strategic innovators and the restart of the
educational process which is aimed at getting applied knowledge. The depth of the «restart» should conform to
the scales of occurring changes.
