Annotation. The article is based on the results of several researches which have been conducted by the
authors. It integrates the data on the role of small business in the Russian economy. In particular, the authors
state that small business in its current state and inefficient institutional environment usually strives for a model
with limited employment of the staff. In inefficient institutional environment small business functions at the level
of simple reproduction, and therefore can't fully realize its internal functions and competitive advantage.
