In article the author analyzes features of participation of the Ministry of internal affairs of the Russian Federation in legal relationship, which arise from the state
contract for supply. The special attention is paid stages
of planning of purchases for the state needs. The main
problems at this stage, the author highlights «double
planning» and offers possible ways of permission.
