PraG 6.4.10.3
“The Community finances a specific percentage of the total
eligible costs rather than a particular part of the action. If at
the end of the action, the actual eligible cost is lower than
anticipated, the grant will be reduced proportionately.”
«Сообщество (EC) финансирует конкретный процент общих
приемлемых расходов, а не отдельную часть проекта.
Если по окончанию проекта фактические приемлемые
расходы
ниже,
чем
предусматривалось,
грант
соответственно уменьшается.»

Main legal basis: the grant contract
Costs are eligible if they respect:
• Annex II General Conditions art. 14
• But also:
• Special conditions art. 2 (implementation period)
- General conditions other articles, in particular:
- art. 1.3 modified by Special Conditions art. 7.2.1 (partners
costs)
- art. 6 modified by Special Conditions art. 7.2.6 (visibility)
- Annex IV Contract-award procedures

Расходы приемлемы, если они соответствуют:
• Приложение II Общих условий, ст. 14
• Но также:
- Специальным условиям, ст. 2 (период осуществления)
- Другим статьях Общих условий, в частности:
- ст. 1.3 , измененной Специальными условиями, ст. 7.2.1
(затраты партнёров)
- ст. 6 измененной Специальными условиями ст. 7.2.6
(популяризация)
- Приложение IV Процедуры присуждения - контракта

General Conditions 1.3 – Partners costs
Общие условия 1.3 – Затраты партнёров
Article 7.2.1 of the Special Conditions replaces Article 1.3 of the
General Conditions:
Статья 7.2.1 Специальных условий заменяет статью 1.3
Общих условий:
• Partners take part in the implementation of the Action, and the
costs they incur are eligible in the same way as those
incurred by the Beneficiary
• Партнёры принимают участие в осуществлении проекта и
осуществленный ними затраты приемлемы на таких же
условиях, как и осуществленные Бенефициарием

Types of eligible costs
The types of costs considered as eligible, defined in Article 14 of
the “General Conditions” are:
•Eligible direct costs
Costs must comply with the provisions of Article 14.1 & 14.2. an
indicative list of supporting documents can be found in article 16.3
•Contingency reserve
Not exceeding 5% of the direct eligible costs. It may be used only
with the prior authorisation of the contracting authority.
•Eligible indirect costs
Flat-rate funding set at not more than 7% of the total eligible direct
costs

Виды затрат, которые считаются приемлемыми:
• Прямые приемлемые затраты
В соответствии с нормами статьи 14.1, 14.2 и 16.3 Общих
условий Грантового контракта
• Резерв на случай непредвиденных обстоятельств
Не больше 5% прямых приемлемых затрат. Он может быть
использован только по предварительному разрешению
СТС/СОУ.
• Приемлемые непрямые расходы (накладные расходы)
Фиксированное финансирование – не больше 7% общих
прямых приемлемых расходов.
