«Конституционный кризис» в политической истории
«Новой» Великобритании и Европейского Союза
Статья посвящена рассмотрению причин и последствий одного из наиболее важных и дискуссионных политических
событий в новейшей политической истории Великобритании и Европейского Союза – кризиса первого проекта Европейской
Конституции. По мнению автора, данный кризис стал международным символом продолжающегося внутреннего процесса
фрагментации Европейского Союза и идеологического раскола на Старую и Новую Европу. В общем и целом, это был не
отдельный кризис Европейской Конституции, а комплексный кризис европейских идей, который поразил неустойчивую в
глобальных условиях институциональную структуру Европейского Союза. После политического кризиса работу над
перекраиванием Европейской Конституции в Конституционный Договор и повторной ратификацией пришлось начинать
заново.

The «constitutional crisis» in the political history
of the «New» Great Britain and the European Union
The article considers the reasons and consequences of one of the most important and debatable political events in the newest
political history of Great Britain and the European Union – the crisis of the first project of the European Constitution. According to
the author, this crisis has become an international symbol of the proceeding internal process of fragmentation of the European Union
and the ideological split to Old and New Europe. In general, it was not a single crisis of the European Constitution, but a complex
crisis of the European ideas which has stricken the globally unstable institutional structure of the European Union. After the political
crisis the work over a transformation of the European Constitution into the Constitutional Agreement and its second ratification
should be started again.
