Abstract
This paper describes a new conceptual approach to the construction of information systems for
artificial systems which have been formed based on the principles of self-organization. The main
problem in management processes such organizations is the organization of decision-making
process. In the matter of fact, there are college heterogeneous actors who are makes decisions.
Here comes the problem: How to arrive at mutual understanding of the actors. To solve this
problem, we propose to introduce special support tools for actor communications - Communication Actions Support System (CASS).
