In the 70-s of the 19-th century in Germany their existed prescriptions regulating labor relations. Nevertheless the position
of working-class people was still hard. Nevertheless the position of working-class people was still hard. In 1873 after the
initiative of the deputies of Reichstag there was appointed a commission which was to estimate working-class people s
position. Materials collected by it showed the weakness of Labor laws. In 1877 the catholic party «The Centre» initiated
the widening of the social legislation. This initiative was met negatively by the opposition of the parties of Kulturkampf.
Count Galen s pronouncing was not accepted. However it led to the strengthening of the parliamentary role of the party.
