The article reviews the activities of local councils of refugees on the example of the Kaluga province, one of the central provinces of
European Russia. Refugee Council - a public organization, created to address the II All-Russian Congress of refugees on a
democratic basis by election by the whole refugee population. To create a Refugee Council are to implement the program adopted by
the Congress of assistance from the Soviet state to refugees in their places of temporary accommodation and ensure their reevacuation. Refugee Council functioned in the period from January to June (inclusive) 1918. and were abolished. The author
analyzes the activities of local councils of refugees as a successor to former organizations that provide assistance to the refugee
population during the First World War. The author concludes that elimination of Soviet refugees were due to failure of the new
government from the implementation of decisions II All-Russian Congress of refugees, including financial assistance programs for
refugees in their places of temporary accommodation, making problematic their survival in a situation where evacuation to his
homeland for various reasons was not implemented.
